It does'nt look that bad, clean it up, it might just be a shorted chip cap. here is a shopjimmy photo.

Start by checking the F3 fuse, lower left corner in picture #2 It is a small smd fuse about 1/2 inch from the corner of the board

The VDD-S voltage comes from T902 via D904, in standby B+ is lower so when pfc starts it might jump up but I don't think it should rise too much
Do you ever get any +12 volts or +24volts?

The LCD panel is what gets broken, It does not have anything to do with what type of backlight it has. ccfl or led or candle for that matter will still crack if hit.

If you are getting 12 volts, you should be getting the 20 volts also as its from the same transformer.
If the PS_on line is changing I would expect the microprocessor is working, It could be that...

The vertical ic will be fine, I asked you before to check the stk transistors, I suspect the stk transistors shorted, blowing the resistors.

There are two blue square capacitors between the heatsink and transformer, check if they are bulged, they might be open. The sides should be flat and smooth, I suspect one is bad

I thought I did point out the resistor, seems to go between pin 8 and ground. Also check that 47Ω w R007

What is the voltage on C826?
Did you check the fet's Q813 & 814?
Do you get any voltage at all on secondary capacitors like C863, C852, Cc806 Etc.

If you can, post good quality (in focus)...

I have no idea, did you check the voltages opn the secondary to see if they were correct after replacing the ic? Is that 1Ω ok or is it open? where is it in the circuit? was the ic running hot?...

My guess would be any small elec. caps in the primary, they will look fine but could be close to being open (no capacity)
