This is a constant problem. Quite often we will find several different power supply / inverter boards and even logic cards used in a given model of monitor.

Actually, you are wrong. In most cases, a bad cap will NOT show a short across it, and the voltage will be 'reasonable'.

When choosing a replacement cap the capacitance and voltage are the important parameters; it also must fit into the available space, the physical size isn't otherwise important.

Look at the attached picture. The controller IC (U200), everything within the blue outline, and the two power FETs (solder points circled in black) are the driver circuit for the inverter...

I still haven't tried to generate a schematic, but I notice there is a capacitor in that circuit. Could it be that it is holding enough charge to turn the FET on?

I'm not sure, does it? :) It tells me that the transformer secondary is not shorted. It doesn't tell me anything about the transformer primary. Unfortunately, it is unlikely that an ohmmeter...

I would strongly suggest replacing all the caps. Capxon is known to produce low quality caps. You have identified one which failed visibly, others may also have failed or are about to.
