If you disconnect the led connector from the power supply can you check what voltage you have at the led connector pins. It should spike high then quickly fall back.

VSS_-7.5V
VOFFE_-11V

Just a thought but have you checked that the keyboard cable is firmly seated at both ends. Maybe worth checking the solder joints of the keyboard connector on the mainboard are all good and have not...

Are you certain it has not burnt and overheated and fallen off. The black spot on one of the leds next to the empty space looks a little suspect.

It does look as though it would probably only require the lower buffer to be replaced. Having half a screen displayed would suggest the necessary voltages are OK.

You appear to have 3 red circular fuses on the power board. I cannot read the designated numbers. Have you check they are not open circuited?

The led's appear to be 3V led's so 5V may well overdrive and damage the leds while testing. The other problem is that it only needs one led to fail and like fairy lights all the leds in that string...
