actually, no - atleast not always.

the secondary can have a lower breakdown voltage by how it's wound or the type of insulation on the wire.

try to connect a stepper motor to the shaft.
then a microcontroller can regulate the voltage or current using feedback from an inductive sensor etc.

it sounds like you have 5v but not 12v - if it uses 12v motors.

but remember if your using a divider in the probe (x10) then you need to take that into account.

ceramic resonators with 3 legs do contain the caps,
metal cans dont.

also, some microcontrollers have internal caps - but not many.

as for the scope, the capacitance of the probe is enough pF...

because a car is not 12v, it's as low as 11 when stopped with a low battery and as high as 14.8 when charging (or worse if the alternator is shit)
