Yes, C661 negative is what we refer to as HOT ground.
So pin 1 (C) of ic651 is only .46 volts? that can't be right

Is pin 4 of opto 5.2 volts measured to hot ground? If it is, the power supply must be trying to work and giving you that voltage, that means you should have something on +12,...

If this top247 circuit is not working, you won't have 20VPFC to turn on the pfc circuit.
You may want to check D681 and make sure nothing is shorted off that line,

It is a self resetable fuse, It goes open when current exceeds the current rating as in a short circuit on the 5 volt usb line, then will close when the short is removed.

I would guess it could be bad spot on hard drive, run a diagnostic like seatools (there are others) to check the drive, if there is a bad block it will likely find it.

VCC_M is supplied by U202 (internal startup cell), when the supply starts up, run voltage is supplied from transformer TR200 (pin13) via D214 charging C240. C240 could be bad? it is a common fault...

The schematic is wrong, 0.33Ω should be the value, It might be the optocoupler or maybe the reference (U203) got damaged?

What value did you use for R228, did you go by the original resistor or the schematic? If d201 was bad, the optocouler may be bad also

Yes you can use a .1f, check scrapped boards, it helps if you have a schematic of the scrapped board to find a smd cap.
