Do you mean R9131, 3.5 Ohms, resistor?
Unless that IC has the LED current ref. pin for setting the current.

Is it spare resistor or resistor that you measured with it still connected to the board?
You have to remove it and measure it off the board since it is connected to other circuits on the board.

If the backlights stay on then it means the power supply board, inverter board, and lamps are good.
You must do the test WITHOUT the main board connected, the backlights should come on right away...

What kind of tools do you have for soldering works? If you do have have to the tools then find repair shop that do component level repair to have them remove and install the new resistor.

OK, I re-read you reply over and over again, so it sounds like it goes into on/off loop about 4 times that is why the switched 12VDC and switched 24VDC come and go, correct?

If you can get good pictures when the cable is seated properly then the T-CON board is OK.
You may try using very thin plastic sheet to shim in the flat the cable so it will be pushed down tight...

You pulled one of the two LVDS cables between the main board and the T-CON board, not the cables (4 white flat cables)...
