actually most 8" and a lot of early 5.25" drives used a belt to position the slider.

i imagine with the 50pin connector half the pins where ground - to stop crosstalk on long cables.

unlike 3.5 floppies, they are very reliable, much greater surface area per bit.
they do use a sliding head system similar to a cd though, so you need to clean and lube the sliders.

the only 8" drives i ever saw uncased had a LOT of pins on them - the connector adapted onto a 37pin D connector.

i have a very small lenovo psu here that tripped a 32A breaker because the input choke was arcing.

the big cap is probably just the plastic cover sticking up - simple test is to press down on it.
the arrow in your last pic is flux from resoldering - look above it around the 8pin chip though -...

post a pic of the underside of the board,
there was a psu that was known for this problem that was on russian forums a lot - had a shorted capacitor or diode or something on the underside of the pcb

if you have a scope or good multimeter you may be able to trace it by grounding the 3 inputs or linking them all together and then comparing the 3 signals as they leave each chip

most desktop computers can supply a lot more than 1A - they just link the usb ports to the psu.
sometimes they use a polyfuse, but often it's for multiple ports so you can pull 3A or more.

there is a qualification for use in safety-critical stuff like cars called AEC-Q200.
there is also an ISO standard.
at the moment only FC passes.

the serial port(s) are clearly opto-isolated from the board,
so the serial cable has to be powering the interface.
if you arent powering that circuitry then it wont work.

first move is to dump the eprom and eeprom, and put a sticker over the eprom window.
as for the isolated port, you really need a wiring diagram of the machine to be doing this type of work.
