IF you got 12V at the 5V rail, your motherboard it's likely to be FUBAR as in modern motherboards 5V line goes to many chips, but just in case, try to boot your computer with just the cpu, ram and a...

Unfortunately i don't have the schematic, but maybe a 5A 40V schottky would do, you may need to reverse engineer the circuit.

Take some measurements of the voltages when the router works to compare when it's faulty, maybe you have a bad voltage regulator.

Likely a 5-10 watt load should be enough, but maybe with your current setup might work just fine, it depends of every particular PSU.

If you had a short in a power rail, the motherboard wouldn't post at all, the HDD needs +5V, try to find the schematic, you likely have a missing signal/bad mosfet.

I don't think those fets are shorted, when you have a short, the PSU will shut down immediately.
Check voltages and contacts at pci-e.

It doesn't look like a capacitor to me, maybe it's a 0402 resistor or inductor, is it connected to ground?.

I would take any other donor board and use one of its high side mosfet, if the new one fails, likely you have a problem with the VRM controller or mosfet driver.

Q9 in the diagram is a SSM3K7002F n-ch mosfet in sot 23 package, related to HDD activity indicator, in theory you can remove it and the board should work unless it has more components damaged.

Do you have a proper voltage at the stand by rail (5Vsb)? what is the voltage at the main cap (the big cap at the primary)?
