the main issue is the drivers it will boot with.
most can be sorted *if* you can see the screen!!

Hantek = junk.
the price is not "cheap" for that spec.

for about twice that, you get the 4 channel Rigol with about 100x more features.
save up for a good scope.

most meople dont know they used to be General Instruments.
they must have made a fortune in the 70's from all the pong/tennis home tv-game chips and the 80's was music/sound generators.

so you tried to connect 3.3v to BOOT0 to get into the bootloader,
well it goes to the chip and also to a pulldown resistor.
