Please see page #14 of the data sheet. Where you see the chipped area is pin #1.

That is, the ic is soldered upside down so from the shared pic, pin #1 is the very bottom right of the part.

Crap. See attached for UQ2 datasheet. This is a load switch (solid state relay).

Remove the defective part and check the resistance to ground for the output rails @ pins 8 & 9 of this component.

Correcting my pin #s from an earlier post:

PDB1 is a sot-23 packaged dual diode device with a common cathode. The cathodes are tied together and this is pin #1. Hence the name, common cathode.

Yes, place back the coil that was removed from PL301.

Then with the power off, check the resistance to ground again to confirm there is no short circuit.

Leave off the shorted cap.

Very good. There are 5 capacitors on the rail going to PU301 IC, pins 2-3-4-5.

One of these capacitors is shorting the line to ground.

Visually inspect for any off color capacitor in this...

No. See attached. The PULL-UP voltage is missing and this rail is linked to PU301 IC.

Specifically, it is the LDO output @ pin # 16 & 17. For this rail to ENABLE, the pin # 11 of the same IC needs...

However, SDA and SCL should not be at 0 volts on this charger IC.

Posting the partial parts of the schematic.

It will be a good idea to know the voltages on each pin on the charger IC @ PUB1.

Remove the battery but attach the official charger. Then carefully...

The resistance checks look ok and the mosfet does not appear to be shorted.

Place the meter in DC volts mode (use 30V or higher).

PQB3 could be defective or PQB3 may not be enabled with the proper voltage on the gate.

Every mosfet has 3 pins - SOURCE; DRAIN and GATE. Often, to allow for heavy currents through the mosfet...
