With the transformer disconnected, the only way to heat those resistors is with a short across the large capacitor, nothing else will do it. except maybe 2 leaky/shorted diodes but they would both...

With the transformer disconnected it is likely either the diodes are bad or the 16/400v cap is bad. I would suspect the cap could be shorting.
Check the diodes using diode test, then check them in...

If you disconnect the transformer primary from the board do the resistors still get hot?

Yes those are wirewound, and the replacements will be wirewound. If you opened it it would look like this inside

Not a "short" in wire, the resistance wire goes "open" and YEs those resistors are wirewound type.
Digikey usually has cheap shipping and for $5.00 you can get 10. I can get next day shipping to...

Sometimes the wire inside the resistor just breaks due to heat stress, If you look at the other side it may show some cracks in the cement, but not always. Seen these go open alot many years ago in...

Digikey carries the 360Ω 10 watt, I would just leave a bit of room (1/8 inch) between the board and the resistor for a bit better heat circulation

I was just reviewing and I don't see if you ever measured the resistance of those two 360Ω 10 watt resistors.
You seem to have 230vac going into each end but only 50vac coming out the other ends

The reading you gave me don't make sense, point 27 and 34 are the same trace, so between #6 and #27 you get 30 vdc stable. but between #6 and #34 "dc jumps all over the place"?
that tells me there...

If you use #27 as ground you should measure DC volts at #4 (between 22 and 4 are 2 diodes in series) that change ac to dc.
again using #27 as ground measure the dc at #14, and then at #26 #15 and...

the mov is just for spike protection, it should check open with an ohm meter, if it was shorted the fuse would be blown.
"1.1) voltage across M1 and C3 is really LOW, lie 4-6VAC, not anything 200+?"...
