+1, check and re-solder legs of component that are mounted on the heatsink too. You can see so many bad solder joints on that board.

Are you saying you are getting exact same reading in post #5 or what? That is important info to be exact.
If you are getting the same readings then you need to disconnect the Dimming control line...

Bad backlights you still should have Voltage at the LED connector BEFORE it goes into shutdown if it detects bad backlights, and we still do not know if you even have Dimming control signal or not...

There are many Voltage test points on that T-CON board: Test those Volatges with and without ribbon cables between LCD panel and the T-CON board.
