Show us good clear pictures (using 'Go Advanced' to attach the pictures) of the whole backside of the TV showing all the boards so we can see what we are dealing with.

You can still use the HLR board by disconnecting the RGB sensor, show good clear pictures of the top and bottom side of the HLR board, or order the replacement.

If your AC power line is 220VAC, the DCV measured between the two legs of the main filter caps should be around 320VDC, and then it should be around 380 ~ 400VDC when PFC Voltage booster circuit...

The Voltage on the cap is higher than the AC line Voltage due to back EMF generated by the motor winding.
