I always turn down the backlights as low as possible. The TV is just about always drives the LED beyond the limit and they hope the TV will not fail before the warranty runs out.

So pin 5 stays at 20.70V with or without phone connected, correct?
For the AMP to be in play mode pin 5 has to be < +Vs - 6V (per IC spec sheet) = +21.43V - 6V = +15.43V or less.

Why did you short pin 4 to pin 5? You do know what the circuit ground is, correct?
Pin 4 is the AMPLIFIER OUTPUT PIN! Look at the IC spec sheet.

Try not having any inputs connected (remove input the cables) to the amplifiers and then see if you still get the interference from those noisy devices, if you do then the amplifiers are picking up...

PS-ON of 0.76V is fine since the Base resistor RM864 is only 200 Ohms and RM882 pull-up is 10K.
The circuit is working otherwise you will not have switched 13V right now.

The LED driver IC should be SMD located on the bottom side of the board.

I think I found the correct pin out for OZ9976AGN

So pin 4 is ENA (BL-ON), so do you mean 3.2V, not 3.2mV when TV is on, correct?

The IC has VCC, ENA, PWM control all present but it still does...
