I am guessing that there is a thermal fuse on the board that may be blown. Without a schematic it would be hard to pin point. Usually they are inside one of the transformers on the board.

Yes that is correct, 7 blinks on this model is very possibly a shorted panel. It is a 50/50 proposition.

If the logic board has been worked on then that could be the fault. The oscillator is what produces the signal to turn on the panel drivers. If that is not present then you would get the no picture...
