It looks like you do not have Backlights on command or the PWM (Dimming) command from the Main board.

They just drive the LED's very hard so they do not last, make sure to turn down the backlights level for all inputs to as low as possible to extend the life of the LED's.

It will be hard to clean the contact in the female connector, they heated up due to poor contact resistance. If you can get new cable that will a great deal for 55" TV. Did you get the good price on...

I am asking for the Voltage reading when the TV is turned on at the jumper/test pint SRV_LED 1 and SRV_LED 2, only two test points I am asking for.

It looks like you have 8 strings of LED, 4 strings per LED drivers, there are two LED drivers.
The SRV_LED 1 and 2 are for feeding the Voltages to the Anodes of the LED strings.
With black probe on...

Check the resistance on the load side of the fuse against the T-CON circuit ground, you should check the resistance between T-CON circuit ground against test points AVDD, VGH, VGL, etc, if you can...

I cannot tell from the picture as to what you are pointing to.
That is tab bonding board, I can see some caps on the boards.

Use Ohm mode, not continuity mode to check resistance of the caps for low Ohm reading.
Can we see the pictures of the Tb bonding boards?

As eccerr0r indicated, right now we have no idea what the device is and what the power requirement is and how sensitive the device to noisy electrical enviroment.

What happen if you remove the two white flat ribbon cables on the main board that go to the LCD panel integrated T-CON board, does the TV still power off and comes back on by itself?

Your device is expecting DC Voltage to operate, the so called wall wart convert 120VAC (US) AC to low Voltage DC required by your device.

I do not remember if you report the resistance reading between VIN_12V and the HVIN_12V or not.
So far I do ne see any switched MOSFET for the HVIN_12V
