than you have EC power in first post you wrote you miss EC power
check Pin 107 and 112 from EC chip

and search the PDF at 680_LDO and than check the way to +3V_LDO_EC

Because PQ4 is a P-channel mosfet and the gate should
have about 10v. If PR21 were there it would form a voltage divider with PR14 at which about 9.5V would...
