Thanks RJ. I think that does explain it most likely. "Latched Shutdown" is abnormal condition keeping the SMPS switched off; auto-restart where it does exactly that after the condition is removed.

You might need to spell out those acronyms for me?

And in terms of a SMPS, what does auto restart actually mean? If mains power was lost, and then came on again, I would have thought...
