Maybe it is correct, don't you get 500v from positive to the center tap and then -500v from the negative to the center tap? (Edit: no, I see it says "bias" and not "CT" as I first assumed).

Looks fine to me, you can also confirm the ESR with their datasheets, generally if it is about 100% higher than what it says I would consider them bad.

I would not replace the relays as a preventive maintenance as they are used very little in an amplifier so they should last a very long time.

You can also measure the actual voltage on the capacitor if you power up the board.
That might allow you to go down in voltage to say a 2.5v polymer capacitor if the capacitor is filtering the...

A good hint can usually be had by taking a look at the chips datasheet that usually includes an example implementation schematic, most manufacturers just copy that off with very few changes.

I would also suggest to reform the main capacitor to be nice to it if the unit has not been powered on for many years.
This can be done very easily by having a really small incandescent light bulb...
