I believe that is how it should operate, check the other components I suggested. Also check the resistance of the (N2) winding of the transformer and also D3,R70 and any other parts on that line...

That is possible, these schematics are for many different models. If there are no components on pin3 I think the open circuit voltage should be around 4.4v (I could be wrong)
I see pin 11 is 0...

It's always good practice to disconnect the main board and then use a resistor, if you don't have a 100~1000Ω resistor, find one.

The voltages will fluctuate, the ic is trying to start and can not. It could be may reasons, Check all the diodes inthe secondary to make sure none are shorted, check that Q2 & Q3 are not shorted, ...

Have you removed the board and checked for poor solder connections on the transformer? It could be those caps are bad but they usually short, burn or crack open. It could also be a bad ccfl causing...

Yes, Just grind off the top, get out your microscope and and micro sized probes and check the components :)
About the most you can check is the resistance between pin7 (out) and pin6 (gnd) and pin7...

The conrtrol line must be open and the R6681 is the pullup to the -15 volt line, so AMUT must need to be taken low to un-mute the amp, or in this case taken to +5volts

This AMUTE is likely a control line that the microprocessor uses to mute the audio when sources are switched etc. so you don't get a pop in the audio when you switch sources. That would be my guess...

Check the voltage on POFF (page21) These amps do mute while powering on or off, that might have something to do with it?
Just to be sure you can check the amp offset voltage on JL6600B, all pins...

The tuner should not effect the NO AUDIO condition. The amp should operate without it connected to P101A and the tuner operates from 9 volts which is supplied via Q111 from the +12 [+15v] volt supply...
