That would do it, I would replace C905 or C918 also, they are small capacity caps and usually dry out causing no or poor startup.

The sides (vertical) should be straight, The vertical scan is a saw tooth wave and will be linear . something is modulating the vertical scan and causing the bumps you see....

If you have a bad ccfl (broken) or bad transformer on the inverter, the tv will shut down for protection. If this is the case, you will not be able to bypass the fault using the service menu.

The whole tv will draw too much current and too much voltage will be droped across the bulb for the tv to work, the lamp test is more for just testing the power supply by itself.

What ground are you using to measure the VCC? the ic is rated max VCC 30 volts. You need to use hot ground
