Those would be the caps that filter the RAM buck regulator output (1.8V). Probably why the RAM was dead when you found the PC. And if you didn't use high quality caps, that's also a possibility why...

Depends on the PSU.

If it's a no-name cheapo, yeah, probably not worth it.
If it's an OEM unit (Delta, HiPro, LiteON, Bestec), it might be worth it to have a spare if you don't have one already....

You could leave it out to test if the TV works. But I strongly suggest you replace it with same or slightly higher capacitance.
