sometimes resistors go high and also ceramic caps are known to go short . either might be your problem

acetone will likely do it ..i have removed it with petrol ..a good soaking in a dish then scrub with old toothbrush .

will be high if relay not on .
but all unreg voltages high suggests high wall voltage .

i had a thought they might be fuses . but couldn't find anything to back that up . maybe dual diodes makes more sense . do the tops pop off easily like they do on them 3 leg fuses ?

those ksa992 that make up the diff amp need to be closely matched for vbe and hfe .
