Check the CPU socket, voltages and make sure the board is straight, in you have an external programer, reflash the bios.

In order to generate Vcore you need to have a processor installed as the motherboard needs to read the VID form the CPU.

Try to find the schematic of the motherboard, but i don't think it's available, i would say there is a missing signal to the EC or you have a bad EC, normally the board should spin the fans even if...

VRM area capacitors are the most common to fail.
I would test the board with a different processor, maybe ypu have a bad cpu or non compatible, if you have an external programmer a bios reflash...

Do you see any damaged traces at the edge of the broken corner? (in both sides) 3 volts on the power pin seems reasonable BTW.

Maybe more caps are failing without visual signs of damage, clicking from the speaker could be some kind of reset behavior.

The VRM mosfets are driven with short pulses at the gate pin, but as R_J said, you need to install a valid cpu as the VRM controller needs to know the startup VID.

Maybe a bad CPU VRM controller (if the EC doesn't receive CPU_PWR_GD signal it will likelly turn off the motherboard)

Unfortunately i don't have the schematic, but maybe a 5A 40V schottky would do, you may need to reverse engineer the circuit.

Likely a 5-10 watt load should be enough, but maybe with your current setup might work just fine, it depends of every particular PSU.

If you had a short in a power rail, the motherboard wouldn't post at all, the HDD needs +5V, try to find the schematic, you likely have a missing signal/bad mosfet.

q1, q5 q19 and q20 could be the mosfet drivers, check all these components.
