Yup, bad caps is likely the issue with that monitor. If I remember correctly, some of the small "startup" caps in the PSU go bad. Also a few small caps on the logic boards can cause issue with image...

Broken BGA really only seems to happen when there is excessive physical force - i.e. board flexing too much or a heatsink causing the PCB to bend too much.
