There's probably a center pad connected to ground.

What's the voltage on the inductors near the PCH?
And the ones near the RAM?

That would more likely be something like 4 Vcore + 2 VCCGFX + 1 VCCSA. Check if you get something on any of the inductor as VCCSA has to come up before the others. There should also be a VCCIO that...

What's the resistance to ground on PL3?
Did you try to inject 1V on PL3 and find a component that's heating up? (especially PCH die)

There's still a 3.3V power rail going to the RAM to power the I2C ROM for SPD, but it should be directly connected to the main 3V rail.

Ah if you removed southbridge you should be able to check RTC power rail resistance/diode mode to ground easily by identifying corresponding ICH pad from ICH datasheet ballout.

Leaky dual diode between coin cell battery/3VSB power rail and RTC power rail? Use continuity mode to find it with no schematics.
Or short to ground on the RTC power rail due to another component.

Which MOSFET source and drain did you short, the MOSFET on CPU VCore? If yes CPU is dead.
(although CPU may have been dead to begin with)

Radeon HD7000M series is not very reliable. Not as bad as HD6000M, but still not good.
"New" chip may have been pulled from a dead board (and who knows why it was dead), reballed and remarked.

As always you need image before worrying about backlight.
PP3V3_SW_LCD is a good place to start troubleshooting. Requires a known good LCD to be connected.
