Your meter probably have a problem in probes or battery, putting 3 0,22 sounds as a waste of time because it's =0,66ohm not 0,75

I told 4 ohm because you said 4ohm before, but no you must use 0,75ohm..

i mean that probably will last long, if no other power surges happens..

if second band is violet that is a 0,75ohm, if it's blue is a 0,65ohm

The degradation can be showed mainly right after the removal but stories here in the forum tells that there aren't with time passing, i would be quite curious to see if a 4 ohm resistor could cure...

Sorry, the patient gone... Not good new because i have a tv with similar image
for the 4 ohm resistor this can explain maybe the bad experiments around the pfc area..

you say 3rd, so it is 2nd.. for a board that cheap get it immediately.. for the ic2 i already said it is probably fake, no useful to mount another from same lot.

No,some corrections:
1-Measure V on ic2 / u2 is not useful, you have already seen V on ic2 is ok, on u2 you can apply 1,2v on the secondary side and watch if primary side conducts between 2 pins...

now i think ic3 is good but it goes into protection, this is possible in many situations, two of them are a not working PFC (possible), a not working U2 optocoupler, if you want to try replace it.....

so only on the gates you probed 1k and so on? The datasheet says operation at 50-500khz, so ic3 feels bad to me.. you ment 1khz not 1kohm right?

if you can, test in diode mode between the pins: 10-11, 11-12, 14-15, 15-16, for shorts..

you don't have to lower the r37 but only increase, so put a 5k6 resistor in series with trimmer.
