...or he didn't let the cap charge up. But if there is a dead short on the cap, something is fishy and it should be easy to find.

I dunno... maybe there is a wire somewhere pinched to the metal grounding it out and it has to be an input, not anything that is hooked to the relays. Only thing one can do is to just put the board...

Means your main board isn't returning PSon to the PSU. Main board problem. Does the PWR LED light up on the front, you hit the power button and nothing is happening? May be a bad EEPROM on the main...
