UPDATE: Tv is Fixed!

@Budm : Yes, The diode blew as soon a I plug the power cord in.
So, The problem were the 30 Diodes I ordered from a vendor at AliExpress.
I got some new ones from an eBay...

Yes new diode on the board check less than 1 ohm. I have 30 of these crapy diodes. I made te comparison above with one unused diode.

Now this is strange, filter cap on board checks 4.0 mohms -...

I think I figured out. I found a good board that uses the same Diode, I removed it from board and the measuring is different to my "new" diodes from Aliexpress.

Correct, MOSFETS still measuring fine. Diode is shorted. Replaced with exact part number. Wonder if this Diodes are chinese fake components.

I found NT811 cracked, replaced all burned parts except PFC Ic and still the same.
Last try will be the PFC IC but I canít tell the part number of it.

So you think the PFC IC is what it damaged my diodes. Because after I replaced the MOSFETs, I plugged in the board and the Mosfets remain doing fine, no short.

The blue dot is a 4.7 ohm that I found burned.
Red dots are the ZH and ZG diodes.
Yellow is a 10kohm resistir that test good but looked a little bit up so I removed it to replace it anyway.

Ok After 3hrs, It's Fixed.

Issue was the IC loc ICP801. I removed a new one from a board I had, swapped it and it worked. Filter cap measures 450v same with LED driver out.
Will provide update...

I made a mistake of forgetting to put all blue caps back. If you see my picture I was missing CP815. However, I put it back and still same problem. Only 170V on Filter cap and no relay...
