If the board is burnt under the IC you may be having problems with carbon causing leakage and messing with the circuit.

You need to clean up the board well and scrape away any burnt sections, run...

I think what redwire is saying, is that Pin 18 may not be the pin the firmware is actually expecting the sleep signal on. As far as the software is concerned, Pin 18 may not even exist - the software...

Not all nodes in a circuit, and hence pins on a component, are referenced to ground. You will not find all shorts by checking between pins and ground.

Indeed, has it been checked for shorts on all the output rails from this supply? If one was shorted, then the others would show a much lower voltage from the brief pulses as IC200 goes into restart...

OK that makes sense then, it's an 18v regulator and likely only outputting 3.8v because it's only getting 3.8v.

You are still getting that 3.8v now, with the new Q202 and IC200 etc?

IC201 might be shorted? R_J says D203 should be supplying an 18v rail but you measure 3.8v at IC201 on what seem to be its input and output. That does not seem right in any case.

Or perhaps D203...

None of them are economically worth fixing, really. Not something as common as an ATX power supply.
Not unless you can spot the problem a mile off and can work quickly with cheap parts.

Low cost...

The WT7514L has nothing to do with the 5vSB. It only runs the main supply.

It looks to me like your 5vSB circuit is one of the 2-transistor designs. Are you sure the new capacitors you tried are...

I'd be skeptical about the frequency doubling too. Try the correct chip.

I don't think I've ever seen any with outward vent stamps. Maybe someone in the factory messed up. The whole thing looks pretty cheap and nasty, especially if they cut the sleeve too short as well.

Check other voltage rails. Could be bad voltage to the cathode driver transistors.

Doesn't seem right to me. 50 meters should be fine unless you have some heavy interference near to that specific cable, or it's damaged.

I posted about a PSU on here once, where I heard a strange faint arcing/sizzling/crackling sound that I tracked down only to the APFC...

Can't say for sure it's the problem, but I have seen a similar one of those Fairchild integrated switchers fail apparently by itself with power cycling symptoms before, in a network switch PSU...
