RS880M northbridge probably dead as they always are. You can try to heat its die to 200C for a couple of minutes to see if it comes on. Will need to be replaced.

Ok so BIOS runs but there's a POST issue. Try plugging another known good and compatible stick of RAM.
If after trying multiple sticks of RAM it still doesn't make any difference you can check RAM...

Try PRAM reset. If there's an EFI password set you'll have to remove it first.

I think REGN should be generated as soon as the chip receives power. If you inject 6V on REGN output does it draw any current?

I recommend at the very least 30V 5A

With 30V you can at least go to 20V if you need to inject full voltage directly into power connector/B+ of laptop...

Reballing is pure loss of time, not an answer to anything.
Most of the times the chip will react to heat and work again for a couple days/weeks/months, but it's not reliable at all.

What's the exact resistance to ground on +1.05VS? Does the small die on the CPU package (which is the PCH) heats up right away? Is it burning hot or just warm?

GPU is dead. 216-0833000 is among the ones that are very unreliable. Bit more reliable than the HD6000 series but still fails way too often.

Also the GPU isn't cheap, what you find for cheap on...
