More likely the caps burst, the VRM fets shorted, 5/12v got dumped to the chip, THEN the chip got so hot as to melt the...

It's unlikely the mov is the cause of it not functioning, unless the only symptom is blowing the line fuse.

More likely there was a lightening strike / other power surge which toasted both the mov...

Actually, I've noticed a LOT of supplies don't seem to provide one or both negative voltages, or they float at totally random things.
