i have seen them fail in these back when these drives were popular.
the 19v reading is the big clue that its bad.

looks like a resistor was tacked on to adjust for 12v.
you might be surprised to see how long it lasts. if the caps were decent they may reform ok to 12v.

if you replace the isl9860 make sure there is enough solder on the center pad.
the 3 i have replaced did not.
this may also be the cause of the 5 minute shutdown.
the main path for heat to get out...

looks like an old hitachi tv.
first check is the 4.7-10uf 160-250v near the fly.
the last "super brain" monitor i had used an smps.
this one does not.

it develops a carbon track that rapidly grows and gets exponentially worse.
pretty soon you have a big hole in the board or worse a fire.
i bet if a major mfr gets sued and a huge judgement this...

c2 being marginal could do this too.
motor drops the line voltage slightly and micro resets.
measuring across c3 while starting the fan may reveal this.
or just replace c2 and c3.

interesting.i use battery dremels for fine work.
the versapak "wizard" is handy and the minimite.
often nearly free at yardsales with dead battery packs.
