You should also check the capacitor as i've had many microwaves stop working because of it.

The only Hercules PSUs i've seen have been relabelled late 90s early 2000s FSP PSUs.

That power supply looks similar to some bare board 12v 1.5a/5v 2a PSUs you can find on eBay.

Ikeas LED bulbs are not as good as they used to be, i have an old 9.5w 600lm LED bulb i got from Ikea (for around 7$ which was a pretty good price at the time i got it) and it still works to this day...

I've seen OST caps last a really long time and the only ones i've seen fail were two 3300uf 10v caps that were next to a heatsink.

If the ballast really is magnetic, then you should swap it out before trying anything like LED tubes on the fixture as the ballast may not be able to run them and even if it did, it might burn out...
