Many times the panel can be replaced by different models.
I have upgraded laptops for example with better panels etc.
Another upside to this is that since the panel is not for a specific laptop...

Meaning it detects a fault: shutdown, then starts up and tries again...

I desoldered the little MELF that sits across the relay coil pads.
It is a diode that measures a 650mV drop on my transistor tester and 550mV on my Fluke 28-II
So probably it is a regular diode....

It is more common in my experience that the RPM/tach/sense cable is Yellow.
But as can be seen in the picture above it can be blue too.
There are standards for wiring colors but almost nobody cares...

Yes it should be fine, probably does not matter if it is low ESR or not in this circuit.
It might be a good idea to check the capacitance of the C1 X2 film capacitor as well, if you are anyway...

You did nothing wrong with the multimeter.
Check if you have standby voltages present, you need to remove your jumper first that I assume you have connected to PSON > GND
Also might help to post...
