Some thoughts:
U3 is an IC, see the attached image taken from the datasheet.
Follow the 5 pins traces back to the connected points and test if it`s working.
Q5 is most likely a transistor....

If pin 25 measures 2.95V then pins 26 to 28 should not read 0V since they're connected thru RN1 to a common point.
Take RN1 out and check if it's the MAX134 that is (wrongly) pulling that pins to...

Seen the videos and ripple measurements.
IMO, taken in consideration the specs (and price!) the ripple results fall within the advertised 100mV typical, reaching 150mV @ maximum current output...

Most low count I/O QFN ICs usually allow the pads to be bent outwards the package (from backwards to the side).
