0.74V at If of 30A, your meter only putting out in mA. look at the graph of Vf VS If.

Those caps get cooked in sealed cabinet without any ventilation.

It is complex board so you need to find the schematic diagram that matches your board to troubleshoot down to component level.

3.3VSB should be present the minute you apply AC to the TV.
Since you do have standby Voltage to run the main board, then the main board should send out the P-ON to turn on the rest of the power...

At this point the 12A should be present as you can see how the 12V A is connected to the source, the 5V is not connected to anything so there will be now Voltage there.

Check Voltages at VCC+, VCC- with ref. to circuit GND when the unit is working properly and when it is not working properly.

Check the DCV between each heatsink of the TIP3x transistor against GND to see what you get. Do the same on the Emitter pin of each TIP3x against GND.

What dose the LED tester meter show when you put the tester to the two...
