Check the bios with ME Analyzer ,it is "Configured" ,meaning the ME firmware is clean.If you`ve tried to boot with that bios already then the ME firmware would have become "initialised" and married...

Are you sure the bios is from a 3593. The dump you posted is for these models: Inspiron 3501,Vostro 3400 3401 3500 3501.

What model is your programmer. Don`t use auto-detect ,select the chip manually. The chip part number is etched on it.

Flash the bios i posted again. Check the cmos battery voltage. if its ok attach the charger,press the start button down for 5 seconds,release it and press normally
