This is an easy fix. Replace ALL the Backlight strips with NEW strips. The hardest thing to do is removing and replacing the Screen without breaking it. But it can be done.

If the T-CON Bd connector match, you could give it a try. That is the 12V on the same pins and same amount and placement of gold fingers on the Flat Flexible cable from the Main Bd.

My recommendation is to replace ALL the LED strips with new ones. You will not wnat to have a repeat failure with the older ones acting up in the short term. Do a complete job once and for all.

I have found with the LW series LG LED TVs that the BGA chip becomes disconnected from the Main Bd. Remove the Heatsink and using a Hot air Station and heat the BGA chip for 15 mins at 350 degrees....

Seems like bad Backlights at first reading. Measure the voltages wrt chassis GND. If the Backlights are bad you would get a +ve reading on the +ve LED wire and 0V on the -ve wire.

Your TV has bad Backlights. You would need to open up the Panel and carefully remove the very fragile glass screen. Replace ALL the Backlights strips though not all would be defective but it is good...
