I highly doubt that passively-cooled video card and the ICH produced so much more heat that the CPU couldn't handle the "hotter" environment around it. If anything, most passively-cooled cards can't...

That green stuff is corrosion from the leads, suggesting either electrolyte has done it or something else when the capacitor was cleaned.

I've seen this quite a bit on old Nichicon PR series...

431 current shunt ;)

(i.e. TL431, KA431, AS431... and etc.)

The resistance readings for the fuse should not "jump" at all. You should get a solid LOW resistance reading, instead. Low, as in whatever your meter can display on the lowest resistance scale...

Those are SMD multi-layer ceramic caps (MLCC). But just call them ceramic caps for simplicity. :)

Anyways, as far as specs... I would >guesstimate< they are rated for around or under 1 uF...

I think the 350W version of this PSU is very similar, if not identical on the primary side. And I've never heard the fan ramp up on these PSUs, even when I run them in...
