OK. That testing you did tells you that you need to change out ALL the LED strips. TV fixed.

T-CON Bd is under the metal cover at the middle-bottom. Yes the issue does look like a bad T-CON Bd.

Check the X-Ray Protection Circuit. There may be a capacitor and resistor that may be defective.

The higher voltage string is showing the same symptom. By displaying 0V on the both (-) pins say the Backlights are faulty and if you want to fix it then you would have to open up the Panel and test...

This is a failed Backlight issue. If you want to fix it then you would have to pull the Panel apart.

If you disconnect the connector on the PSU that goes to the Main Bd. Do your Backlights come ON and stay ON??

Unless you buy the universal LED strips from China as new you would get used LED strips on e-bay. I have been using them on several TVs and I mean many, many TVs in the past and have had no regrets...
