When you test the LED how much current did you drive through the LEDs?
LED may test good at low current, but it will fail at operating current which is 200 ~ 400mA typ.

The 3.15A fuse is for the backlights inverter circuit, you can leave that fuse off the board for now so you can check and verify if the standby power supply is working or not when you run the power...

Sorry for typo, it should be: D607 is part of the PFC Voltage booster circuit, it is shorted out then you will NOT have 380 ~ 400VDC on the main filter cap C610.

Yes, out off the board, the test current will be only about 30mA. Try it on known good Zener and see what the Voltage on the LED tester display will show.
