Make sure you are using a compatible CPU (different generation of S1 socket are not compatible), could also be a dead northbridge or GPU.

How did you clean ME region? post your dump in BIOS request section and ask for a properly cleaned ME region.

No schematics available for any Mac Mini.

The fan is probably PWM controlled, and it has a tachometer to report the speed. Meaning that it should have at least 4 separate connections like PC fans...

The 17" 2010 doesn't have the failing C9560 capacitor, it only applies to the 15" 2010.

It's better to use another SPI ROM of the same model if you have one lying around. Otherwise you can reuse the same chip after making sure you got a correct dump from it.

Confirm you are using a known good genuine Apple Magsafe2 60W/85W.
Go down the list of power rails and report voltages… G3H, S5, SUS, S4… (can ignore S3 and S0 for now as...

Never safe to power a board with the buck controller removed. Nothing to pull down the gate of the MOSFETs of the buck converter so they can get triggered randomly.

EDIT: double check that both DC-in MOSFETs are not shorted drain/source/gate first.

Ok, maybe a random failure of BQ24780S.
You can either replace it right away and see if it solves the problem,...

1/ AC adapter connected, battery disconnected
2/ AC adapter disconnected, battery connected

The GPU is bad anyway now, so it has to be replaced and then maybe there'll still be the original issue to fix.
Once the GPU is replaced you can always try to run a VRAM memtest and a power stress...

Why would you reball a cooked chip? It has to be replaced with a good GPU — but that's the problem, finding a good GPU.

EDIT: see-ic has some for a reasonable price, hopefully they are good.

With how cooked the GPU is I would definitely not trust it in any case.
