Check F401 on that top board, It might be open (2.5A/63V) Looks like thats what supplies the 24 volts to the led driver, That would also explain why 24 volts is a bit high, no current being drawn.

This seems to be an led backlight tv, I think you have a open led in the panel
PL706 has lines like PWM_DIM and BL_ON/OFF which tells me it is controlling another board

Is this what the WHOLE...

I agree with Andrew, The resistor is ok, and the board is likely discolored do to heat from the resistor. hard to tell without a picture.

At the time the voltage went to 150vdc you would see the backlight if it was working, so very likely open led.

There look to be two plugs with two wires each that feed the backlight (Con5, Con2), measure the voltage on each wire while turning on the tv. Do this for both backlight connectors.

If you look at the white outline you will see a small notch mark at one end, also there is a larger white mark marking pin one. It is more noticeable on other ic's on the board like XP1

Check the resistance between pin 8 and 6 and then pin 6 and ground to make sure the ic's input is'nt shorted, then repair the trace (or install a 1Ω resistor or 1amp fuse to connect the trace) and...

They are usually all in series if there are only 2 wires going to them, 173v means the power supply is working, without any load the voltage will drop down.
If you do remove the lcd be carefull...

You can't measure the resistance of the led string itself, there are about 60 led's in series. Be carefull removing the screen and mark or remember the orientation and sequence of the diffuser...

What is the number on U2? check its datasheet
or if you have a capacitor checker? check the value of C52 off the same pin of U4, they look about the same. Or just try a 10 uf/50 volt elec. in its...

If you disconnect the plug between the main board and the power supply do you get the backlights to turn on? if you do, see if it stays on, Random turn on and off seems more like a main board issue....

The $ony part number is: 1-769-744-91 But I would check with some local shops etc. for a used one or just replace it with a regular power cord from something similar, make sure to connect it the same...

The vertical output is hidding, it is under the square metal heatsink next to vr604 Likely a tda1170
It looks like they are not using the vertical section of ic601 as there is no trace to pin #9
...

Measure the voltage across the connector and monitor it when you first turn on the tv, it will likely come up then drop off if the led string is open.
