The large 83f/450v is likely ok and will last a long time, but general purpose will be fine, digikey lists most caps as G.P.

That would make it a LD7536R, I suspect it is bad, likely the internal vcc zener is bad. 10Ω is way too low for that pin.

What is the voltage ACROSS the 150f/400v capacitor in the primary, It needs to be at least 160vdc, if not check that the fuse is not open, and then check the bridge rectidier.

Are you getting any voltage at all across C9105? Also check the resistance of R9101 to see if it is open, it should read 0.24Ω

If the lamp is in place of this inductor then it will still pass the voltage to that part of the circuit, It might be slightly low, likely around 100vdc. You can remove the lamp from the 121 volt...

The chances of the transformer being bad is rare, What is the voltage across the main (large) capacitor in the primary?

I suspect the ic is bad, the important number is the P and the number above the CH, you may need to clean it with some alcohol But it does look like a LD75xx series
