On some laptops the ITE chip gets programmed automatically when you first apply power if it's blank. So there's a small chance he won't need an external programmer.

If the caps were really measuring 0.2ohms and the PCH was heating up while the board was off, I'm not sure what else it could be than a dead PCH.

Yep, the PCH is shorted. 0.2 ohm is a full short to ground and since the PCH itself is heating up, he is the culprit. Sadly this can go to the trash bin.

The BIOS got fucked with. Try to get the original dump. You need the original ME region for it to work properly.
You could try to put a clean ME but it's known to cause issues sometimes on Macbooks.

Check if it boots fully with battery. If it does, don't forget to check if fan spins normally and that HWSensors report correct values. You're probably set and the computer is working properly.

If the battery is known good and charged, it should boot if you don't plug in the AC adapter. If AC adapter is plugged in and there is an issue with the center pin, it may not work.
