Motherboard no powerup, no post, fan not moving, no response everywhere

Last night my friend told me he heard a spark from the PSU when he pressed the switch of the power strip. Then he switched it off immediately. He inspected his computer and found out the PSU had burnt (not in big scale).

Today I bought a new PSU for him but the motherboard had no response (no fan, no beep, no response at all.) The new PSU should have no problem as it had been tested on another computer. I measured the 5VSB and the multimeter showed that 5V was everywhere on the motherboard.

Would anyone please tell me if the motherboard was completely malfunction or still repairable? If it could be fixed then what should I do? THe motherboard is a socket 478 Asus and all of the capacitors are either Rubycon or KZE/YXG. No bulge or leaking from the capacitors. All MOSFETs and SMD looks good.

It is entirely possible that the psu took out the motherboard when it blew, what brand was it?

The burnt PSU was GTR, a lot of bulged J.J. and Jackcon cap.
The motherboard is Asus P4SC-EA. It is a barebone system.

Mini fuses on mobo?

What's the brand of the new PSU? Just because it was tested in another computer doesn't mean much. It could still be another crappy brand waiting to blow up.

Have you tried:
- removing the RAM and powering the system without it? (some boards will beep, which means they are posting)
- resetting the CMOS?

Also, I'm guessing that this motherboard has a 4-pin 12v CPU connector. If there is one, make sure this is connected to the PSU.

If the motherboard has on-board VGA, try that first. If not try again with a different video card.

When everything is plugged in but computer still turned off, does the south-bridge chip on the motherboard feel hot? (normally, it should only feel warm).

As for fuses, they should be marked with F### (where ### is a number). Should be located either near the ATX connector, CPU connector, or near the CPU capacitors. I doubt those fuses would blow, though (if there are any at all).
