My nephews Emachines power supply (Bestec 250w) went and took along with it the motherboard. The cpu tests fine in another similar motherboard. When this happens is there any chance that by replacing the caps it will work again or with this type of failure is it likely that other bad things on the motherboard were damaged? An inspection of the board does not show any visible signs of damage.

Chance yes. But only a chance.
Bestec 250w are known to burn out motherboard chipsets.
If the board doesn't at least boot to a BIOS screen then odds are against you and you are better off replacing it.Mann-Made Global Warming.
