I am the proud owner of a Silverstone ST-400 (400W PSU) OEM: SPI.
It has dual +12v rails, and since I've changed to it my +12V reading under the same application I used above for detecting voltages reads a solid 11.98.
My orginal PSU, an Enermax EG-465P-VE 431W, could'nt handle the load when it was stressed to the limit. THe PSU also became so warm at times that I could feel a hot spot on the top part of my ATX case were the PSU was generally located.
My theory is since the PSU only had a single +12v rail with beefy amps, it was still not enough for my setup when it was'nt running on idle.
