there is a bios setting for the cpu fan usually.

    btw,
can you feel air coming out of the back of the power supply?
    that's another fan to check!

can you tell me exactly, if possible? And I can feel calm air coming from the back.

Also, I little off topic, but I must ask, is Windows 8 all what it seems to be? Is it recommended? Not that I could afford it anyways, I want to know.

        it's the plague on steroids.

as for the fans, you have 2 on the back of the case - one is in the power supply - can you feel air blowing out near the power cable?
and if you can - is it warm?

a foto of the back showing that area would be good.

Oh, yes, the air coming from the vent next to the power cable is warm, and the lower vent's air is cool. The photo will have to wait, for some reason, my camera is showing up so dark, even with all the light.

Do you use Windows 8 yourself?

            i dont use any windows.
            i use http://www.mageia.org/en/

btw, the reason the air feels cool on the other fan on your case is because unless it's been changed since your foto, it's sucking in.

Oh my! I never heard of it.
I didn't know I could feel air being sucked in.

the fan has to pull the air past your hand - so you feel it.

Re: Dell inspiron 531 fans constantly blowing hard

Did we decide this was a desktop or a laptop?
                      Thermal compound at CPU/HSF interface?
GPU seems hot to me with that CPU load.
I'd wonder what else might be running in background.

OP, is there any chance you are infected? Sometimes malware runs your CPU up to 100%. Can you post a screen shot showing Task Manager showing your running processes?

                        it's a desktop,
looks from the foto's to by running a seperate gfx card and standard ATX form-factor psu - luckily.
go look in the other thread.

I missed the photos in the other thread, yes there's lots of dust under that cpu fan on top of the heatsink.

I'd carefully remove the fan off the heatsink then collect up the dust with tweezers. Careful to mind which way the fan is blowing and attach back the same way.
DO NOT VACUUM, i have fixed to many dead computers that people have vacuumed, the static will kill.
The improvements in speed an the OS tweaks are not enough for me to upgrade to Windows 8,and it's schizophrenic nature is just off putting.

There is one program that takes forever to load up at startup log in: AMD catalyt control center. Always takes the longest, but doesn't like freeze the computer anything, but still, it takes too long, look its still not up and loaded and its been 10 minutes!

No, but checking the latest version of software/drivers is always the first thing to check.
